FIRST IN THE REGION, FIRST IN PANGASINAN. Sangguniang Panglunsod of Dagupan convenes twice a week regular sessions pursuant to Resolution No. 7155-2019 as amended, in order to address the ever growing demands, challenges and complexities of local government operations and improving legislative functions and services that would be responsive to both current and future needs.

Today, Vice Mayor Dean Bryan L Kua steered the Sanggunian in unanimously approving the landmark Ordinance No. 759, entitled “ADOPTING THE SANGGUNIANG PANLUNGSOD LEGISLATIVE RESEARCH, INFORMATION MANAGEMENT, TRACKING, CODIFICATION AND DEVELOPMENT PROGRAM” (Approved)

Dagupan Mulls Measures Against Cancellation of Online Food and Grocery Deliveries, Employment of PUV Drivers for Service Delivery and Adoption of Program for Quality Legislation during the Regular Session Today, June 16, 2020.

In a clear deviation from other legislative councils throughout the province, SP Dagupan defied odds and convened nonstop almost twice a week since the nationwide lockdown last March while strictly adhering to mandatory social distancing and other precautionary guidelines in order to provide full legislative and policy support to city’s campaign against COVID-19.

SP Apprised of Dagupan as Region 1’s Top LGU in the Enforcement and Implementation of COVID-19 Response Measures

SP APPRISED OF DAGUPAN AS REGION 1’S TOP LGU IN THE ENFORCEMENT AND IMPLEMENTATION OF COVID-19 RESPONSE MEASURES in regular session today 05 May 2020 by Dagupan chief of Police Lt Col Abubakr Mangelen Jr and COVID-19 focal chairperson Dr Ophelia Rivera, and approving the following measures:

Resolution # 5294 – Strongly urging the lessors of business establishments in the City of Dagupan to waive or provide discounts on rental fees of their lessees covered by the ECQ period (Approved)

A HIGHLY PRODUCTIVE SP IN FULL ATTENDANCE APPROVES 50 MILLION BAYANIHAN GRANT FOR DAGUPAN AND OTHER ECQ MEASURES in special session today April 29, 2020, including the swift and decisive approval of the following measures-

Ordinance No. 748 – Approving the Supplemental Investment Plan No. 2 (Approved)

Ordinance No. 749 – Reverting P124,576,833.44 funded from Bayanihan Grant; Unappropriated Balance from SB No. 1 (P60,355,786.44); reversion from various implemented projects under 20% Devt fund 2013-2020; 20% devt fund-continuing balances CY 2013-parks (1,410,656.00), devt fund continuing balances – housing (3.5M), 20% devt fund continuing balances-2015 purchase of air conditioning units and water pumps (150T), 20% devt fund continuing balances 2019 devt of sheds/stalls at Tondaligan (2M), 20% devt fund cy 2020 – preservation of old water tank at Jovellanos (1M), devt of promenade at Brgy 1 ( 4.5M), and appropriating the same as SB No.2, CY 2020, with unappropriated balance of 20,605,238.87., As Amended (Approved)

SP CONVENES ANEW FOR A STRONGER DAGUPAN today 27 April 2020 to deliberate on the following measures:

Resolution #5919 to authorize the city mayor to enter into MOA with govt approved, accredited, certified testing facilities, laboratories, diagnostic centers and organizations for COVID-19/SARS-COV-2 tests (Approved)

Resolution #5920 to authorize the city mayor to enter into MOA with crematoriums and funeral service providers for the required services in handing the remains of a suspected or confirmed positive of COVID-19 requiring assistance from the city govt of Dagupan consistent with all protocol and precautionary measures outlined by the Department of Health.
