The Sangguniang Panlungsod, along with the entire city of Dagupan, mourns the passing of a dedicated public servant and a beloved friend, former City Councilor Teresa “Tess” Coquia.
Konsehal Coquia’s career was a profound testament to a life lived in service of others. A nurse by profession and a leader by calling, she seamlessly blended compassion with governance. She will be forever remembered for her pivotal role in championing education, most notably the 200 million scholarship fund that empowered thousands of Dagupan’s youth to pursue their dreams.
Her legacy is etched into the city’s progress through her unwavering support for increased allowances for barangay health workers (tanods) and her instrumental role in advancing critical health programs and major projects that continue to benefit the community.
Beyond her legislative accomplishments, Konsehal Coquia was a pillar of strength and kindness to her colleagues. She was a true ally and a mentor, whose belief in her fellow public servants fortified their resolve. As recalled by her peers, she was a vibrant spirit, a leader who was as eager to learn as she was to serve, and whose warmth was felt by all who had the privilege of knowing her.
While we grieve her physical absence, the Sangguniang Panlungsod finds solace in celebrating her immense legacy. Her life’s work, a powerful combination of kindness, generosity, and unwavering dedication, will continue to inspire and guide us.
Rest in peace, Konsehal Tess Coquia. Your service and your spirit will never be forgotten.
